Hand brake stucked!

I have a problem, maybe someone can give me a hand?

I parked my car for the entire winter in my driveway with the handbrake on. A couple weeks ago I tried to move it and theres one wheel in the back thats not moving at all. I jacked the car and I could move all the other wheels easily but this one can only be moved about half an inch and cant be rotated any further, its blocked.

So I guess the handbrake is stuck and I dont want to call a flatbed just to bring the car to the stealership for such a trivial problem.... Is there anyway I can unlock the handbrake without me being a mechanic??

Thanks alot for the help guys!

It's just rust holding it in place, most likely. Try removing the wheel then using a hammer and piece of wood to hit around the hub of the rotor and see if you can dislodge it that way.
