09 Ralliart: 1st thing to upgrade??

Without a doubt Tires/wheels.
All the HP in the world will be negated by how terrible these tires are.
After that, i would probably go with suspension mods. Swaybars and coilovers will probably yield best results. Not sure if there are any available yet though. If no coilovers, a spring/shock combo would suffice.

That's absolutely something that every Ralliart owner should do. Right away.
Also on my list -- cat-back stainless exhaust, and I want to replace the whip antenna (probably with a shark fin).
On the interior side, I replaced the gear shift knob and parking brake handle with Mitsubishi's aluminum Ralliart-branded pieces -- really ups the interior look, since the stock shift knob and brake handle are especially crappy-looking. When someone starts selling an iPod cradle or kit for the Lancer, I'll buy that in an instant too.
Also on my list -- cat-back stainless exhaust, and I want to replace the whip antenna (probably with a shark fin).

Wouldn't it be exactly identical to what a Lancer GTS would take?

I was going to say tires, but AMS brings up a good point. If the stock tune is anywhere as lousy as the X's, then getting a tune will not only give you nice increase in power, but it may even be healthier for your engine. Get a tune from a reputable Evo tuner first.

I am planning to get a "wheel & tire" package (all-season-tires).
Once Chicago has a lot of snow......
Any place is good to go!? NTB? Firestxxe?

with any all-season they're a compromise. Wont be as good as a dedicated set of winters for snow, or as sticky as a set of summers for the heat.

I think the car could benefit from thicker bars front and back. But yes i would run the back a little bit thicker then the front.
As for if GTS bars would fit i am not sure, ive never been under a GTS, and from previous experience, the rear differential might make the fitments a little different.
