It's not from either of those things, as you found out.

I understand what the code is. I want to know how you fixed it on your car.

Mine is/was probably a 2011 specific issue. After working with Eric (kozmic27) and tephra, our guess was something to do with the timing they added to the 2011 roms.

They added a butt-load of timing at idle apparently to 2011's (disclaimer: I'm not the tuner, I might be saying it wrong). It seemed tuning anything that put it out of that range threw the code on cold-start. We tried adding a lot back in, and it might have fixed it - but it's summer time in Houston. I never really got to see another "cold-start"

I would have sent my info/rom to Bryan to help figure it out as it happened to one of my 2011 RA customers, but my previous tuner (Johnny@JTran Studios) wouldn't get off his butt and send me my stock rom

Figured i would update this im getting an ultimate racing fmic 900cc injectors an aeromotive fuel pump an intake and hopefully a custom licp soon i will update this thread after everything is done
