2012 Stage 1 Map boost Higher than Stage 2

2012 Stage 1 Map boost Higher than Stage 2
Installed stage 2 Map today with the HFC, everything feels good except
Boost is only 21.5 psi peak. So I thought maybe I have a Boost leak switch back to STage 1 and check boost again this time 25.5 PSI.
So Now I am sure its not boost leak and continue to do my Boost restrictor Pill
mod and now peak boost only 22 PSI to 22.5 PSI.
What else could be the problem?
I have found a few people on EVOm with the same issue maybe its a 2011 2012 Map issue?

Boost pill mod meaning u took out the boost pill or u put in a different size boost pill?
Did u take out the correct boost pill out?
I have a 2010, and when I took out the boost pill that's was on the instructions Im over boosting. I'm trying to rectify the situation.

The restrictor pill inside the 2012 GSR looks different from Cobbs Website though maybe thats why we are not achieving Cobbs Boost target?

I think this is why I was only getting 1 psi increase from removing the pill because the pill hole was already big as you can see in the picture .

I've got the same thing with my 2011 GSR. Max boost is about 23psi (pill removed) and it runs real rich (10.2 - 10.4ish). Definitely not thrilled with the map but Knock is under control so it'll do until I finish some bolt-ons and get a protune.
Mods: ETS intake, CBE, TB and UICP. Boost measured on AP and AEM boost gauge. AFR on an AEM UEGO wideband.

Today temp have finally dropped 20 degrees it is currently 70 degrees now, and my boost peak 24 psi today I think the target boost in map are probably meant for this temp.
