Has he ever been in a properly tuned Ls1 car with juice? It's not some taboo thing. Bring it to a shop and for 1k he can easily trap 120mph with the mods he has on pump gas!! Put a window switch on it or just use the button.
A friend of mine has a 2002 SS 100% stock with a 150 TNT wet shot...no other mods and ran a 11.9@119mph the car only spins in first after that it's gone. He ha a whopping 1.2k in the car.

I would suggest a package similiar to this. It will be throaty and if your brother would add a stall, he needs to go drive in one, he could run high 10's@127mph+ on pump gas and DR's. A stall doesn't feel any different than a regular 4l60E just the upshifts can be felt more and the gas mileage is decreased to the the mid 20's on the highway. Once you floor it...it feels insane the following setup with a full install and tune is pricey 6K, but it is reliable and will spank most cars out there and it will have that uber awesome super throaty V-8 sound. THE GUY WHO POSTED THE CHART RAN A 10.56@129MPH WITH 27RWHP LESS THAN HE HAS NOW!! SLICKS OF COURSE!!

Update 5/6/06
Summer racing continues, my brother and I hit the track again on Sat. We took both of our cars without any passenger or rear seats and spare. I found a total weight savings of 88 lbs, and my brother lost 74 lbs. So not much, but a little.
His set up has changed from having the flowmaster catback to the SLP LM2 and some boxed lower control arms. Def. helped him plant the power but put him sideways due to some crappy tires (Fuzions). His best of the day was worse than before but he ran a 13.092 (going sideways through first)
As for my car. Well I broke into the 11s. Nothing new, I was just playing with shift points, tire pressure, and ran straight 100 oct, little to no mix with 93. I did one run on 93 oct and I ran 12.135 @ 112, which was my first run of the day on cold tires, but that surprised me - it was better than my previous best.
22 psi, 93 oct (like 1 gal in my tank, ya the gas light was on)
60ft: 1.618
594ft: 7.330
1/8: 7.816
1/8 mph: 92.61
1/4: 12.135
1/4 mph: 112.92
25 psi, 3 gal of 100 oct
60ft: 1.624
594ft: 7.263
1/8: 7.741
1/8 mph: 94.10
1/4: 11.931
1/4 mph: 115.96
