I try to locate the same in some of well known ROMs like 88590015 and get back with locations.
Ok so it goes like this in 88590015:
In sub 2B434
first sub EE50 gets downcounter the resolution is masked with F, this resolution could be changed and less ECU cycles are needed for "decay".
second sub E82C checks if interrupt from timer occured, then these two values "added" and say if the decay time is still there.
To be able to say the location for the timer setting itself I will need more time, and it can affect more locations not only decay. Maybe mrfred can help here as this is his ROM.

Knock_Sum is compared with byte 13A6 - low
Knock_Sum is compared with byte 13A6 - high
these values have effect on Octane_Number subtraction of 1%

(stock 3) value is at word 17DE or word 17E0 depending on some bit array, which I do not know the purpose yet.
