All USDM Evo VIII's and IX's had a "2 step" it is called the stationary rev limiter in the ecuflash tables. On the 03-04 VIII's it was just set higher than the Engine Rev limiter so it had no effect. kinda like being turned off. I have flashed several peoples cars and set them the same as the 05 VIII's and later IX's to have them activated at 5500 rpm. I'm with JohnBradley (Aaron) the lower clutch switch is either broken or disconnected.

There are 2 different switches, 1 for starter kill and one for 2-step. In any case, if the starter switch is broken (or disconnected) it defaults to allowing the car to start. I use this so that I don't have to clutch in on start to prevent some wear on parts.
