With the two files, one .bin and one .XML, I just open the bin file in ecuflash and create my own rom ID (94170715) using the available XML.
Now my immobilizer code is 3c01, what do I convert this to and what line in the xml do I place it so the v7 accepts my .hex files?

In your this folder C:\Program Files\OpenECU\EcuFlash\rommetadata\mitsubishi\evo
Drop the xml file in there and open up the rom. You don't have to create an xml thats why its given to you.
Once the rom opens up correctly meaning you can see all the tables in it goto misc and look for your immobilizer and enter in the code 0x3c01 OR copy and paste from your old rom :P

One more very long sentence in a form of a question:
With all the new foreign maps and tables to me (SHLR->SHLL for EBC (LOAD=0x4A01 PSI=0x4A00) ), so long as I dont change them, and so long as these settings are still stock on my car, once I'm done converting the v7 to the stuff I HAVE changed (i.e, IGN map), when I flash this baby onto my ecu there will be no change (on the new foreign tables) for sure, right?
I guess what I'm asking is that my ecu rom can actually be looked at as originally being 94170715 in the first place?

As long as you have your original rom saved in your computer you can always flash back to it if you mess something up. The only way to fully understand v7 is to play with it.
