Tephra Actual Timing way less than Target

Tephra Actual Timing way less than Target
Just switched to 9417 on our evo 8, for some reason the car is only running 0-2 deg advance timing when It currently has the stock timing map, it did not do this on the previous rom...

I copy and pasted that in my 9417 rommetadata, Also I tried copying in what he has in his evo7base file and it said access denied...and I still dont have that table.
