Is you buddy sure they tuned his car? No matter where ever your buddy went tell him not to go back. Unless this car has some sort of mechanical issue something smells fishy. Don't know what shops your buddy has in his area but I would suggest going somewhere else if not try Mellon

Its either a mechanical issue/s or a really trashy tune. Either way that power is weak!

I made 315 with a poor tune @ 25 psi with a downpipe, mbc, and 272's.

Stock cams? What year? We have seen a few of the many Evos we have tuned that for now apparent reason require ALOT more timing than what would look right in the map. Typically it seems to be a 2005 issue but I have seen one or 2 03s as well.

I put down "only" 290 on AMS's dyno with turboback, drop-in filter, Tru Boost and flash. With a IX. Tell your friend he's not alone.

I have an idea...

...what is wrong. Try fixing what you know may be the problem and try again. Why would you have a car tuned with known issues?

Would the broken studs cause the car to lose almost 40whp if it had an exhaust leak? Do you always hear exhaust leaks?

i have a leak that developed last night about 1030 either from a cracked exh manifold or the gasket must have gone...not sure yet its on the bottom somewhere...but i can hear it very very well... i'd think that if it was a leak causing a significant loss in HP you would probably be able to hear it because i dont even notice that bad loss of power and mine has to be pretty bad due to how loud it is

also with the old blown motor(prior to it popping), a stock 8 turbo and a vishnu xcede tune, my car put down 272 to the wheels on a mustang dyno so something has to be wrong

I had a blown ex.mani/turbo gasket on my old GSX w/ 16G. The car trapped rougly 4 mph slower, so I'd say ~40 whp.
