With stock 9, stock UICP, stock exhaust including catalytic converter, etc. - 100% stock, with just an MBC or ECU boost control and a good tune, you should be able to break 300 whp on 91octane (I did). Then if you add meth/water injection and turn the boost up a bit, you can get north of 350 whp.

300-350 whp on dynojet is very common and reliable for the evo VIII-IX. A good tune, mbc, decent more free flowing exhaust will likely put you right above the 300mark. Add cams, intake, injectors and walbro fuel pump will surely do it. Basically adding the neccessary supporting mods so that you can boost around 23-24 psi with air/fuel ratio around 11.1 to 11.3 and timing going from 4 to 14 degree at WOT with zero knock will do.
Here is mine is an 05 VIII MR, self tuned, BuddyClub 272 cams, AEM intake, full exhaust test pipe with a large resonator, hallman MBC, APS bov, and boosting 23.5 psi on straight Mobil 91 gas.

If you had some cash, how would you build a RELIABLE, Stock looking (live in CA) from the outside, DD with 300 to 350 WHP on craptastic 91 oct? EVO IX. Not looking for over kill just reliable on stock block
Which Spark plugs?
Boost Solenoid/controller? What boost level?
Which RELIABLE & STREETABLE Daily driver CAMS? for DD
which Clutch? for DD ACT 2900 maybe
Stock Intake Box - which panel K&N?
LICP ? ETS
Injectors ?
where to tune?
What else?
I'm sticking with the stock exhaust for stealth and no UICP since I'm here in CA (to avoid police popping hood)
ON A IX 5 SPD
for Drivetrain and tires
SS brake lines ?
Stock brakes which pads?
Tires maybe Hankook Ventus V12

contact chris at mellon tuning for tune, you will be very happy.
i had the DD ACT 2900 works great
stock intake panel filter-k&N should work well
exhaust- WORKS is pretty quiet and flows well
licp-ets has worked well for me
get a fmic-ets has worked well for me
bushur SS 02 housing
brakes line keep stock

you're probably need to smooth out the timing transitions between loads. Prior to 14 I can only ram up to 11-12, after spending quite amount of times (that is a good thing of self tune, you have all the times) to make the transitions smoothly, I'm able to shoot to 14 with 23.5-24 psi max.
