I guess it depends on the tune you have,in my case i did have to retune 'cause i started hitting different load cells when begining to spool,and the tune my car had wasn't too good to start with,my recomendation is to make earlier rpm cells the same as the ones you're hitting now to give you a good starting point and then tune from there,do you do your own tuning?

I just had the car tuned by AMS. this could be expensive....... However, I would love to have spool @ lower down the revs.

That does seem a little late on the spool. If I start a WOT run at 2k in third gear I reach 20 psi just as I pass 3k rpm.

Wow, that is quick. I will have to talk to AMS about this. Do you think it could be my CAMs?

am I missing something on my mod list?

It's very likely you're going to need to retune the boost if you increase the preload. It's also very likely that your 9 BOV is leaking, especially at 30 psi, and that's also contributing to the late spool.

my IX Bov was leaking at 24psi, as well as throttle body seals, I have a similar setup on E85 making peak torque closer to 3500. I am running HKS 272s with cam gears at +1/-1. Cam gear timing can definately help.
