You'd be a total tool to put together a 3000$ comp for you car. What, you plan on playing F.E.A.R while driving? Not to mention, the really high end computer parts would require you to really be careful of heat distributation and handling. I mean seriously, the only reason anyone needs high end computers is either for calculations or games, you'll probably be doing neither.

A 1000$ pc would be fine and you can use the remaining 2000$ to setup a 5.1 surround system.

It didn’t work for me :-( I try VGA to RCA and no chance to make it work. There were some smears on display but also a message NO INPUT DEVICE. Right now I’m trying something else. I have now XBOX hook up to my dash and that’s works fine. I’m going to mood my XBOX so it can play any discs include VCD, MPEG also any games from HDD and later I will load Linux OS and try some OBD scanners. So I make my XBOX in to a CarPC
