A friend of mine has this same problem with his 03 gsr. Sounds to me like there is an exposed wire that is grounding out somewhere. Electrical can be a *****. My friend went from a 10amp, then to at 15a, then a 20a, and now a 25a. He has blown all of them except the 25.

I had the same issue on my 03. My tail light and heater control lights kept popping fuses as soon as I turned my lights on. I tried everything and even when I disconnected the tailight or heater panel it still blew meaning it wasn't the or the heater controls. After countless hour of frustration and getting pulled over 3 times I pulled the console apart and saw that the plugs were corroded and after simply cleaning them and applying electrical connector protector the problem went away
