Ecu not responding

Ecu not responding

Hey guy I picked up a 05 evo 8 a few months back in bad shape (blown motor missing parts etc) well the motor has been rebuilt and the car has been reborn. my problem lies with the car not getting a response from the Ecu it seems. All interior lights working, headlights, windows etc but the starter won't engage, nor will the fuel pump. Any ideas on this matter? I'm very new to evos and maybe there's some things I'm missing.
I've checked all engine/Ecu related fuses

Checked all grounds and added another to be safe. I hear a clicking sound in the bay and have tracked it to the tps I believe. Any help would greatly be apprectiated

Have you checked your battery? I know it might sound dumb, but when my battery is really low my TPS will start clicking. I simply just charge it up and its good to go. If that battery voltage is off it could be causing odd electrical issues.

I actually went bought a battery charger last night but ran out of daylight! It's a brand new battery but who knows

The starter is not an ECU problem. The only things connected to the starter are the ignition key and the battery.
