SSQV BOV Flutter after VTA

I have a general question about tuning the SSQV. I know, everyone says no touchy the screw on the back. OK, I touched it, I touched alot. I'm trying to tune the flutter out of VTA. If I turn it too tight, then my valve runs open and you can actually feel air leak at idle from the BOV. Too lose and the valve shutters quite a bit. I'm trying to find the happy medium, is there one? I don't know of a spring kit for the SSQV that will allow me to change this. If I went with the HKS 3037S turbo kit would that eliminate that valve shutter (AKA, running the higher levels of boost)? Also, this only happens when I'm driving slowly. If I'm pushing the car it runs freaking great and definitely is holding the pressure noticeably better than stock.

I've also switched to the purple fin, should I switch back to the silver?

From what others have posted, and my own experience, the flutter is normal at low boost, driving slowly.
