Ok.. Just to be clear, I don't have a huge amount of faith in the technical troubleshooting skills of many mitsubishi mechanics.. With that said, There is a reason we suggested turning on the A/C to max.. It doesnt STOP the overheating, but if your fan controller isn't working, turning on the A/C to max turns on those fans and overrides the controller. If the engine continues to overheat and the fans stay on then there is something else wrong. If it doesn't, then its definitely the fan controller which operates using an electrical thermostatic switch, and a few relays to cycle the fan on and off as the temp hits its threshold.
Rule this out before you listen to the "blown headgasket" complaints.. You clearly stated that your car only overheats when your in stop and go traffic, but is fine when your driving at highway speed. The reason is because you don't need your fans when your driving at speeds over 30mph since there's enough airflow to pass through the radiator without needing the fans running.
It is probably not a headgasket, any time the pressure in the cooling system gets high, the cap has a pressure relief and will blowoff pressure into the overflow tank.. If it keeps happening, it will fill the overflow tank until it overflows..
Its possible you got an air bubble in the cooling system also, that can cause overheating, but these are the things you need to rule out.
You already did a compression test and it looked normal and even, you don't see white smoke, and you didn't detect oil in the coolant... You can pressure test the cooling system to see if its escaping anywhere.. But I'll say the odds are very high its the fan controller.. ESPECIALLY if you haven't brought it in for that recall (Fan controller) yet..
