....no boost leaks...I am teed into the bov vacum line...Could that make the diff??? If I could hold more boost longer I bet this car would go 11.5.11.7@116-118 all day long. What you are experiencing is a normal occurrance based on the load on the engine. In first and second gear, there is not yet enough load on the engine to generate that level of boost to redline. It will vary under different circumstances, but for the most part, it's a normal thing!
