Boost lower then normal....

I bought my evo 8 from a private seller last week and it came with intake, exhaust, hallman MBC and he put a walrbo 255 but im sure it wasn't tuned. Anyway he said he was running 22 PSI but changed it back to stock because the BOV didn't hold. He said that stock PSI was 17 that was what the Boost gauge was reading. Then i found out that stock was actually 19. So I tried to turn it up but nothing changed. I dont know if its possible but can anyone tell me what im doing wrong? Maybe my Boost gauge is incorrect?

try turning the hallman a lot of turns. stock psi is 20 peek then 17 hold.
