New plugs making car run lean?

I change my plugs about every 5-6k since I use the NGK copper plugs. I went from a BPR7ES to a BR8ES. Ever since then I have been battling a lean start-up 18.7-20.0, but if I drive the car around for about a minute or two the afr is stable at 14.7-15.0. Plugs are gapped to .28 with the HKS DLI II. On the 7's I had the same gap and never had a problem.

Could it just be the plugs are warming up during that time or the excess fuel being dumped in at start-up? Or I went from a protruding head to a non.

My guess is that it is the plugs because of the higher combustion point in the cylinder.
