In that case..
Do you want cheapest power possible?
Flashed, mbc, and squeeze out some extra cash to get a Buschur exhaust, cheap and effective. Or atleast get a DP and TP.

I'd go with intake first, then see if you can get a deal on an exhaust. If that isn't an option, MBC, downpipe and HFC or test pipe.

Why would you suggest an intake, especially without saying a tune right after?
I believe he actually wished to make his car perform better.
If you want best bang for your buck, do what I said above.

No prob.. Just to clarify, I did not state to get an intake if you get a tune after. That is still a horrible power/$ ratio.
Get MBC and flash first, also dish out extra $$ for turbo back exhaust. You wont regret it. Trust me.

NO intake...stock intake is good up to ~400hp. around 400hp range, you can change it.

you ca
1) custom 3" piping made by a muffler shop that bolts up to a high-flow cat, then get a dp, and tune.
2) get INexpensive (used will work): Catback, downpipe, high flow cat
3) MBC, highflow cat, tune
or
4) suspension (lower end coilovers, probably used)

there's a lot of ways to use that 650...it just depends on your choice of parts (if you want to pay for a brand name or what)
