timing and belt question

alright, my car started a new weird thing to where when it reaches a certain amount of boost it acts like it hits a rev limmiter at any rpm, anyway, im trying to figure out what is wrong. i took my timing belt cover off and noticed my timing belt was really loose ONLY when the cams are at tdc.. all other places it its tight. also when the cams are on the tdc marks the crank is at the farthest forward mark on the cover... its not on the btdc.. is this right and wwhy would my timing belt get loose and tight in certain areas?? thank you.

The cams are influenced by the valve springs. It is normal for the belt to be loose between the cam gears in certain situations.

If your crank is not aligned to the TDC mark (designated by a "T") when the cam gears are lined up to their marks, the cam timing is hosed. I believe this mark is the furthest forward, but I can't be certain without seeing it. I would redo that as soon as possible if it's off.
