Ecu Immobilization code at Mitsubishi dealership(am I getting screwed)

I bought an Ecu and I took it to the Mitsubishi dealership to have the immobilization code removed. When they hooked it up to the machine they said that it would not read my Ecu. The service manager said that I will have to buy another Ecu which was going to be 1000 dollars. He said that if the ecu came from another car it will not work except only in the same car and the immobilization code could not be removed. I told him that the ecu Im trying to get them to remove the immobilization code from is brand new. He then changed his story and said that he will have order a special tool to do it and it and it is on back order and will not be here until May 3. He said it was going to cost 200 plus 150 in labor. I did call another Mitsubishi dealership and told them what I needed them to do and they did not mention anything about a special tool. I just want to know if anyone has replaced their ecu and what did the dealership do and how long and how much did it cost. I just want to know if Im getting screwed by these guys. Any help would be greatly appreciated. Thanks in advance.

You can change the code with OpenECU. There is a thread on here explaining what to do with the code. You can change it yourself with the Cable.

Go to ECU flash forum and ask them.
there is a imobilizer code stored in your orgininal ECU and you can copy that number and store in your new ECU using ECU flash tool.
