Seriously? You would need:
ARP head studs for good measure
I/C upgrade with piping
272/272 Cams
255lph fuel pump
GT35R turbo with an appropriate manifold. Buschur ported stock, Full Race, AMS, Shearer...there are TONS to choose from
Methanol injection of some sort
Full 3" Exhaust with test pipe of HF cat
a clutch to handle the extra power
Colder spark plugs
But the most, most most important thing is to have a good tuner with a 4wd dyno.

Do you want to get to 400whp on pump, race, meth, or turbo upgrade? I think this is a very important question to be answered. If you want to be on pump then you will need to go with a bigger turbo for sure. That is my goal. If you just want a fast Evo and run 11.83 and 11.86 in the 1/4 mile then you dont a lot of that flashy stuff. Look at my sig.

First you'll want to improve fuel delivery via a 255 lph WALBRO fuel pump and larger injectors. You'll also want a boost gauge and a wide band. Port the stock exhuaust manifold and add an upgraded O2 housing. A set of hotter camshafts is needed. A FMIC upgrade would be nice as well. This should get you over the 400 BHP mark easily.
