^ what he said
for an 03 evo:
10.5hotside, cams, 3" exhaust (TBE),fuel pump, O2 housing, ported/coated exhaust mani, ic w/ ic piping, intake or drop in, good tune should be good for more than 300 and close to 350 to the wheels. oh and a good clutch.

To achieve that power you'll need the following...
- Turboback exhaust
-Walbro
-Cams
-10.5 Hotside / 02 housing
-Intake
-Boost controller
-Fmic w/ intercooler piping
and finally a tune to put it all together.
You can do it with a couple less mods, but youll need a more aggressive tune to make that happen. With these mods your car will have a conservative tune and will run very very well.
Shoot me a PM if you have any questions or want recommendations on specific parts.
Cheers!

Easy, just takes boost and tuning with simple bolt-ons (cams, boost controlling), must not be octane limited though. Also important is limiting wasted boost, like through the diverter valve or the WG opening.
It is about 10X more easier to make WHP with certain turbo upgrades.
Also, making more power with NOS might even be safer than pushing the stock turbo because of the serious exhaust backpressure (before turbine) that is needed for stock turbo power

if you want to get close, I have seen the performance out of the Works TR-340 package. I local dealership here in San Diego pushes them and so far have had no complaints. I myself just got that package and am very happy with it.

But I can tell you this, with pissy CA 91oct, simple bolt ons will be hard to hit 350whp.
Be prepared to fork out some cash
you can check out www.socalevo.net or www.norcalevo.net and see what most people have done to reach 350whp-400whp.
