Passing emissions is contingent on so many things. Is the MIL.SPEC 100 cell street legal? No. Are most mods to Evo's legal? In Cali, no.
That being said, passing emissions is a product of your mods. Really aggressive cams will make that job harder. Having a leaner tune will help. I have heard of some guys running E85 that passed the sniffer test with a test pipe. So there is no cut and dry answer to that question.

I have to thank the guys at MIL SPEC for a great product. I took my AMS TBE with test pipe and welded in one of those 100 cell cats. I did not notice and difference in power,slightly less noise from tail pipe,and I mean slightly. What I did notice is that when you are behind the car with it idling you can tell for sure that there is a catalytic converter on it as you can breathe without having your eyes water. I even went one step further and welded the stock cat converter heat shields over it so that it will pass visual inspection as well. I have emissions testing coming up at the end of the month so I will report back how well it did but I am sure that it will pass. Thanks again MIL Spec.

They are good for at least 500 horsepower. 600 begins to push the limits of the cores, based upon what I've seen.
