If those claims can be backed up, they have shattered the laws of thermo dynamics. This guy would get the Nobel Prize and the million dollars associated with it. They could take the steam and hook it to a generator and this could then power the electric motor used to turn it. They could condense the steam back into water and feed this back into the unit and it would run forever. With 70% over unity, they could take the extra energy and power homes, cities and even the WORLD!!!

FREE ENERGY. No more gas bill, no more electric bill, no more gasoline, no more war!!!!

Or just claims not backed up.

Thats a water torch. Nothing special about that at all. It uses electrolysis to extract Hydrogen and Oxygen and burns it. It takes a LOT of electricity to power one. They are nice because you dont have to store compressed oxy / acetylene (dangerous) nor will you run out of gasses (assuming you dont run out of water). Cost wise, its more expensive than traditional gas cutting methods.

Doesnt the patent office count as independent? He was granted patents for his inventions. You do have to prove they work in front of the patent officials, otherwise you wont get a patent.

A patent is a set of exclusive rights granted by a state to an inventor or his assignee for a fixed period of time in exchange for a disclosure of an invention. (nothing to do with it actually working)

In the United States in the 1800's, there was a requirement that the applicant provide a working model of the invention. The requirement that each applicant submit a model was dropped by the late 1800's, although many of the models may now be seen in the Smithsonian and elsewhere and are a fascinating glimpse into the creative efforts of inventors from the past century.

Examiners in the US Patent Office do, to this day, have the power to require submission of a working model in a particular case, but the requirement is imposed very rarely, usually in cases where an applicant claims to have invented a perpetual motion machine.

And that is exactly what happened to stanly meyers. He was required to prove his claim because his invention did claim to produce far more gas than the simple electrolysis would account for. If you had actually watched the stan myers videos you might actually change your opinion on this subject.
