Ambient Air Temps?

Here is a question for the combustion engineers out there;

Assuming a stock intercooler on say a IX, what would be the ideal ambient air temperature for optimal performance (ie. highest horsepower)? Obviously, the lower the ambient air temp. the lower the charge air temp. going to the engine after it's been intercooled. So is there a point of no return where you can actually go too low?
