Help! Not boosting past 15 psi

I did a trackday today and was boosting fine up to 23 pounds like I normally do. The intercooler hose popped off the throttle body a couple of times and I had to re attach it. This is not the first time this happened but this time it seems like now I can't boost past 15 psi. I have done a boost leak test and found no leaks. After I removed the tester about 30 seconds later, air even came of the tester so its definately holding. I also checked all vacuum lines and they are on snug. Any suggestions for this issue?

turbo wheel??. I know you say you dont have a leak check the intercooler pipe couplers maybe not connected all way around. Check manifold for slight cracks

The issue is resolved. It turns out the substrate in the perrin hfc got loose and was rattling around.
