The OEM belt for the 4G63 can be used in this application and that is what David runs on his Bad Bish (what I was told). I ran into this exact same problem with my 2.1 4G64 on my IX MIVEC head. You can use the stock 4G63 belt, but it is a tooth off alignment. In other words, you cannot line the crank pulley, and both cam gears to TDC with this belt. What I was told (and it makes sense) is to just advance the intake and exhaust cam a half of a tooth, this makes up for the one tooth differential and the stock belt works just fine. I heard this from David himself when I was worried about issues. There are some other things that need to be addressed like the water pump, etc, but the timing belt was of the most concern.
I am pretty sure there is a special belt that can be purchased that will make everything line up perfectly with TDC, but it is not necessary. I am not sure if any gains will be seen or any of that, but this is what I was told, and it made sense to me. Plus, with the times that many have ran on these motors with the OEM belt speak for themselves.
EDIT: I PMed David and asked that he provide some insight as to what he prefers and wether it makes a difference or not, lets see what he has to say.

Your cam gears will be one half tooth off with either the 4g63 or 4g64 timing belt. It's your choice if you want to set the gear up to be 1/2 tooth advanced or retarded, you just have to set your adjustable cam gear back/forward 3.75 degrees to compensate.
I would use the stock Evo IX timing belt. Its a high strength kevlar belt, just not a fancy color. It looks, feels, and even smells just like the "racing" belts that you pay hundreds of dollars for, just a lot cheaper. The part number is 1145A038 or the old number is MN187466, even if you order the new number, the belt still has MN187466 printed on it.

You can use a different belt, but the question was asked as to what are the issues with the IX belt. It will be a tooth off, but you can advance each cam a half of a tooth to make up for this. IF you don't have adjustable cam gears to compensate would there be an issue?

i got my parts from SBR. here is pic of belt and waterpump adaptor. I was told use adjustable camgears and advance 3.75 degrees. I talked to SBR and English Racing both of which have build several 2.4 with evo head. Same build i have going on now. ER told me about using the 4g63 belt but you would have to mess with the idler pully etc. SBR said we have the correct belt so no adjusting needed. so i went the safe way i asked them about kevlar belts for the 4g64 and power SBR told me there is no such belt unless you do 63 etc but they have ran into NO issues using the belt they sold me making power and holding it fine. As far as head gasket goes pick one

i know what happens if you dont advance the gears if you dont do adjustable. But to be frank work smarter not harder you can get the one fidanza gear adjust it and be done with it. not to mention you can buy one cheap 80 shipped or less in some cases. i got mine brand new to the game 2 for 140 shipped

on my 4G64/MIVEC build I went with:
OEM IX timing belt
AEM adjustable cam gear on the exhaust
and then lined my timing marks up like this:
intake:
exhaust:
Note that the cam gear is Advanced 3.75 degrees.
No other mods were done to the timing components to make it work. The car can be run this way without issue. BUT:
Setting the cam gear 1/2 tooth off will restrict the MIVE advance to something less than stock MIVEC movement. To get all of the MIVEC adjustment back; you must modify the mivec cam gear to allow additional movement.

Also of note that your MIVEC tables will have to be retuned to take into consideration, the new cam centerline (remember we are staring 1/2 tooth off) and additional movement available.
