In this case, the difference is about realistic power expectations and usable rpm.

For anything at 600whp or less, I'd use the smaller turbine housing. That means if you're using 93 octane and this is a street car with the usual consumer grade parts, stick with what is going to give you the most average power under the curve. If you keep the long stroke motor to under 8k rpm max, you're playing it smart.

Now, if you go to an HTA3586, AND you are spending lots of time at the drag strip, using race fuel, with top-tier hardware and AND you have something budgeted for the increased risks, burned clutches, etc. , the larger housing may provide some advantage. However, for a typical 'street rod', I'd stay with the smaller housing. It's always going to give a bit better spool and response.
