Turbo is just spooling faster than the engine can consume the air - big cams and a good tune have always helped me overcome this with small hot side turbos... If the ATP kit spools slower it will also help a bit.
Depending on the boost controller you have you can also make the turbo spool less aggressively.
If you already have the ATP turbo on your car just try to limit the peak torque and stay under 1.5bar boost with at least a 100RON fuel and you should be fine, Water Alky injection is a must on the stock block...

i checked the stock turbo sizes. the 3071r is not a lot larger than that. i dont estimate lot more power than the stock ,if i use the same boost(1.5bar). maybe i have to wait for my stroker for more power.

i have an fpred and i regret buying it, your 30r are good as long as it have ballbearing. 30r should have more top end than the red for sure. The larger turbine on the 30r help make a lot more top end power and stay flatter on top end where as the red fail off around 6000rpm. Keep your 30r dude

T3 .63 hot side is very capable there are EVO's on here making 700HP+ on T3 .63
The major difference between a 3071 and 3076 is the the compressor wheels:
71mm vs 76mm
47lbs/min vs 52lbs/min
so you looking at a 50hp difference and the 71 will spool much quicker than a 76
71R is bigger than the stock turbo for sure... I would say it can flow about the same as a 50Trim. So make the most of it... See how you like 1.5bar boost.

I don't think a 3071R will flow as much as a 50 trim. For sure not on my car, as I went from a 3071R to a 50 trim and the 50 trim gained quicker spool and 20whp @ 23psi & 93 oct (R+M/2). That was back when my car was still on stock ECU and making less than 400whp. On 100 oct (R+M/2) the 50 trim now cranks out 408wtq/480whp on AMS' dyno. AFAIK, no 3071R setup dyno'd there has ever gotten close to that number.
On an Evo VIII, the 3071 is a minor turbo upgrade, on a IX even less so. An FP Green will outspool it and have the same power potential. An FP Red will spool about the same and has greater power potential.
As far as the stock block goes, as long as you stick with a safe tune, I don't think you'll have to worry about it on that size turbo. An Evo VIII won't handle as much boost as a IX will, given lower octane fuel, although 1.5 bar (~22 psi) on 100 oct (RON) seems conservative, even for an Evo VIII block.

ps. yes the newer HTA turbos are all rated to flow more that 47lbs/min and will surely make more power... thing is this guy already has a 71R bolted onto his car...
