Evo VIII Power Packages??

Evo VIII Power Packages??
I'm new to the Evo world, Just need some opinion on which kit is better, and why, some parts are different from one to the other tuners packages
I'm keeping stock turbo for now
1. Vishnu v390 ($2525) 390 hp at the crank I guess!

300whp budget evo on 93-94octane would require: walbro 255, crushed 9 bov, intake, exhaust, boost controller, ecu equiptment = done.

Power goals, I don't have since I don't know much about the car, and what it can do / handle
Just want to get more out of the stock turbo without going broke, want to keep it simple, bolt on's
I was trying to stay away from cams (don't want to open the motor yet) but it seems it is a must for evos, so no problem, but no built block, stroker, pistons, etc
The car is a evo VIII 2005, very very low miles, since it was almost abandoned, and wasn't being used
You think it is better to get piece by piece and make my own "kit"?
91 octane is all we get
there are Evos in Venezuela, just not a lot

3in EBAY TBE: 200 if that
Hallman MBC: 100 if that
Walbro FP: 80
Drop In Filter: 50
Tune: 200-400 if you dont get the cable and programs to log and upload maps yourself
WB O2: 200
So around 1000 and you'll be
