Have you looked into nitriding or heat treatments? Shot peening works fine, but at least at an OEM level, surface hardening methods like cyaniding, nitriding, laser heat treatments, etc. are more common. I'm not sure how many places will do laser heat treatment, but general heat treatment with an oxyacetalane torch or nitriding/etc. can be done on a much smaller scale at a reasonable cost, and will give you the hard surface finish (probably about 0.01-0.03) while keeping the toughness of the gear center. A lot of places that do machine work should be able to help you out with these, as its fairly common for OEM crankshafts, transmission gears, etc.
Sorry I can't help you with the shot peen sizing, but at least you can now look into other options.
