Bad Wideband o2 Sensor?

Got some work done over the winter to include GSC S2 cams and Full Race header. My high flow cat internals went to crap as well. Now when logging my car with Evoscan, my wideband (Zeitronix ZT2) won't go lower than 13.3~ It was tuned by Jestr and it's not really knocking, so I can't believe that it's really that lean based on the map. I really believe the o2 sensor went bad possibly because of the clogged cat. Thoughts?

The sensor was cleaned out and re-installed before the above readings which is why I think it's gone bad.
