Why not? Neither cam changes the spool up, not any dyno tests on this site that I have seen in the past few years.

It's not so much the spool up to be concerned with when looking at the cams, but at what RPM will the turbo come in to its efficiency window, and choosing a camshaft that will allow the engine to breathe well in that range.

well considering the fact that the hks is the equivalent of an hta green or around that in lb/min airflow, naturally itll spool fast, but you want a bit of an aggresive cam, to help airflow in midrange and to help keep it from chokin off in higher rpms.
