Clutch Fork Spring Question

Just a quick question, im in the middle of a clutch swap and im at the point where i swap out the old TOB for the new one, and i have the top and bottom springs lined up like its shown in the writeup. Now my question is are the springs supposed to be free to rotate and have movement, or are they supposed to be under tension against the clutch fork. Yes i know i should of paid attention when i was tearing down, but i forgot so any help would be greatly appreciated

Thanks

if the fork is installed then the spring should be tight and the fork should not move real freely but a little freely.
