Im looking for the cams that will give me the best power gains, but still be able to smog my car in Cali as long as I put my cat on

You can use aftermarket cams, it's all in the quality if your catalytic converter and the tune you have then you smog the car.

I cannot speak from experience, but I plan on smogging my IX with GSC S2 cams and the stock cat.

easy to pass with cams. It's your tuner and health of your cat that determines if your car will pass or not.
