if you are already at 365whp,just injectors and E85 will get you to 400whp even at the same 25psi.
i don't know much about the EVO 9 turbo other than it;s better than the EVO 8 turbo,but if i can go higher than 25psi,then you should be able to hit 450whp easy at 30psi on E85.
cam,springs,injectors,labor and tune will set you back well over $2000.
you can do injectors and a tune cheap.
it all depends on when the 9 turbo runs out of breath.

a maxed out 9 turbo, stock block, on e85 should put you around 425/425 roughly. the stock block with a good tune should be ok for quite some time at that level. if you want to be safer, run an electonic boost solenoid like the grimmspeed and keep the torque around or under 400 and it will be safer. keep in mind, although exceptional, there are cars running low to mid 600hp on stock block

(3-3.5" will do) A grimmspeed EBC is very nice for ecu controlled boost and costs nearly the same as a Manual Boost Controller (something to look into) and do you have a 3" DP or 02 housing? you are easily looking at 425+ with this combo without cams. I just want to build it right the first time and be done with it but I know owning a car like the evo there always work to be done to it. I know the stock turbo is only going to hold so much I rarely push it hard. In south florida there's no track course that I know of only strips.. I've should have posted this also how much power can the connecting rods of an evo9 hold and safely

or you can get a tru boost to control your boost levels i want to run a t3/t4 50 trim cause my evo 9 turbo tends to lose boost at high rpms im boosting 26 and it drops to like 22-23lbs

I am in miami also. I am thinking if doing the tur boost also. I am at 25psi and when I am at high rpms it holds at 25psi. Is it normal for the boost to drop at high rpms or is that normal

Go to E85. You won't regret it. Just get injectors and a nice tune you'll be making 400+whp in no time.
As for cams... go for the GSC S2 cams. They are amazing... and they sound great

That's my best bet. With the s2's would you recommend replacing the valvetrain or will the cams do the job on stock internals?

The bad on e85....30% less gas mileage....gas stations typically use old diesel tanks and has crud in the tank. So that crud usually clogs injectors. For every few tanks of e85, do a tank of 91/93.
I would recommend injectors with e85, but do a dual tune. So you can switch back and forth from premium to e85 with the touch of a button.
