Blow off valve flutter?

May be a stupid question.....I have a Turbo XS recirc. BOV and under part throttle acceleration it is fluttering. Is is set to soft with the washers or is it to firm? Running around 22 psi of boost with an AEM EMS system.

Its normal.... all bov's do that under part acc..... :-)
Its just your boost starting up (at part throtlle) its not letting the turbo spool up all the way and the excess boost is just vacating through the bov...

(I have no idea about your washer question though)

Clarification...The Turbo XS valve uses stackable washers to adjust its tension...sorry
