Idle won't fall between gear shifts

Ok Guys the car is a evo 7 fully built 2.0ltr with a little head work, haltech ps1000 ecu and a Red running dual maps for 98 and e-85.
The issue is when I drive the car gentle and not upping it at about 4,000rpm give or take a couple of hundred rpm the idle just sits there when I change gears. Only noticed it does it from 2-3 and 3-4. After a couple of seconds it falls normally but between 2 and 4 seconds it just sits at 4,000 rpm and free revs. I have tried no gear clutch out and no accelerator and it sit's there while I roll down the street only for a few seconds. And then it falls normally. It's fine under a gut full no problems there just at slower, gentler driving. There is no other issue with the car start up is fine on both fuels, no erratic idle problems everything is good except for this issue.

So Guys any help greatly appreciated!

When I relocated my throttle cable I had the same issue, check your TB and see if its sticking

Throttle body is dirty or the butterfly flapper screws need tightening,or both.That's what happened to me anyways.

shaft seals no good? mine was doing that when my shaft seals were bad

Search "rev hang" on here or google. It's a pretty common issue with an easy fix if I remember correctly.

i have also heard its common depending how much throttle you use to get to that rpm, helps with shifting to hang for a second. mine does it every once in a while if i gun it up to about 4500k but driving normally less than 50% throttle position it doesnt do it. just my experience
