HELP at a lost

First off, HI guys I'm new here on he boards and as well as a new Evo 8 owner.

My problem
I recently bought a 03 evo 8 from a guy, lightly modded ( aem intake, down-pipe, and jtc 500 exhaust, he said the car had cams not to sure and if so didn't specify cams ) the problem is I took it to get a pre inspection and I got a P0172 code ( bank 1 running rich) I've cleaned to o2 sensor it looks to be working properly but I still get the same code , I've hooked it up to a obd2 scanner and cleared the code drove it around. I have asked around couple of people said I needed a tune , but I got quoted 1100 for one. I. just trying to get the car running straight and pass my inspection so I can register it . any help will be greatly appreciated

note- I'm writing this post on my ipad and drunk forgive the spelling and such

Try some MAF cleaner, especially if running an oiled filter.

I know this is probably dumb since you deleted the code, but disconnect the negative battery terminal for a few, to reset the ecu.

Don't pay $1100 for a tune , you would be way over paying unless that price includes some other stuff to fix your issue. GL
