Small Screw on Valve cover

Small Screw on Valve cover

On the evo 8 valve cover i noticed near timing belt side down where plugs are there is what looks to be a set screw almost, I just got a new valve cover powder coated and noticed that just it seems like some sort of vent tube that no oil gets into, does that screw need transfered to the new valve cover and what is it for exactly

so there is no need for the screw to be in it really, because screw being there would prevent anything from draining and just let it lay near the plugs etc
