Turbo CHRA v-band leak

i think I'm sealing these turbos wrong some how, but the 2 turbos i've installed are both leaking from the v-band. i've tried new v-bands and clamping extra tight, rubber mallet to hammer it together and some other things and can't get it to seal correctly. can someone let me know what I'm doing wrong, evo 9 turbo FYI

I have to ask only because I didn't see it mentioned, but is the small locator pin from the hotside going into the CHRA completely? Any rust or debris on the mating surfaces? Are any of the compressor blades bent?

no rust and i cleaned the carbon off with a small wire brush, nothing aggressive tho. the pin is there on the new turbo and the leak is very minimal. my other turbo it broke off but i could still line it up good. no bent fins or anything on either turbo

That's weird, the exhaust shouldn't want to got that way. Is the heat shield that is supposed to be behind the turbine wheel in place?
