Sorry to hear you are having issues. I just listened to your video and that sounds exactly like what mine sounded like when my clutch tried to kill itself. The fix in my case was a new clutch so if you can replace a clutch on an evo then yes, you can fix it. As for cost, it's the same as just doing a clutch job so don't forget to address the flywheel TOB fluids etc.
What does it look like through the inspection hole? Scroll up and you can see what it looked like in my case. But it certainly sounds like the same thing that happened to me. When did this happen? Did you do anything abnormal with the car? Curious what kind of clutch it as as I know you said ACT stage 2 but thats not exactly the proper naming convention for ACT clutches...
