Very true... there's a second pill in the short 3" vacuum line from the Tee to the turbo.

oh my god...i think thats the damn problem...i used a new vacuum tube from wg actuator to boost controller and reused the old wg actuator vaccuum tube to the "T" that connected to turbo.
You guys are saying not to reuse that tube and just use a new one....damn.

wait I just reread what I wrote. Are you guys saying:

1. Use all new lines
or
2. Use the existing lines with restrictors in them.

I like 1 a whole lot better.

Well I have to repeat the restrictor thing. The one up by the the solenoid would not cause your problem but there has to be the one in the short (2 in.) hose that goes to the actuator. If it is missing then the wastegate will open on it's spring rate which is 10.5 or so. The restirctor hold off pressure so the solenoid can modulate it.

I have this short hose with the restrictor if you want me to send it to you on Monday. The restirctors are approximately a 5/64 opening.

Yes three lines on a tee. I just looked at my car because the MAF pipe is not on and I was mistaken. The hose with the red on the end goes to the actuator and the short 2 in hose goes to the turbo outlet. Obviously the long hose goes up to the solenoid. Here is the diagram with color markings.

Sure.
The small hose goes to a vacuum source on the intake manifold and includes a filter (I am using a vacuum distribution block)
The middle hose on the EVC solenoid goes to the turbo compressor housing and includes the filter. Note the moddle port has a built in restrictor which mimmicks stock.
The end large hose goes to the wastegat actuator.

The second pic show the vacuum dist. block up on the firewall.

We tried MachV's test with an open wastegate; drove the car gently and it did NOT overboost. I am starting to think its the wastegate. If the problem was pill or vacuum related it would atleast move around a little bit, the boost is stuck solid at 10-11. Solid.

Oh, also, I forget if I mentioned. We tested the voltage at the solenoid plug. Its getting constant 14 volts at any point , does not flactuate. Service range in the manual is 4-14 volts, the solenoid also never throws a CEL light.
