Here's a novel idea....assume that he plans to keep the Evo, not sell it down the road. I don't give a damn about resale value so I will dump as much money as it takes to keep me happy with my car. Perhaps he feels the same way?
Most of you guys kill me with your rhetoric about "search button". Give the guy a break, he's looking for opinions, not smart-*** remarks.

None of the above. I'd spend six months in southeast Asia (Thailand, Cambodia, Vietnam) and live like a king.
Seriously though, for $10K you could do alot. It all depends on how much you're into the bling factor. If you just want raw performance, I'd look at the Buschur stages with an upgraded turbo. You should be able to squeeze a built motor out of that budget if you're resourceful.

Do you want the car to be still streetable and reliable, or just all out power, because you could have a SUPER fast, streetable Evo for much less than $10k. If you spend a lot of it on cosmetics (wheels, kits, etc...), it could go very quickly!!!
*Note: I put down about $11K on my $225K house exactly 3 years ago and it's worth over $400K today... I consider that a pretty good use

That's pretty much closing costs on a 400k house. I would say buy something that will appreciate, i.e. a house. Don't drop cash in a car. It's not worth it.
