How much would you pay for a brand new 2003?

2003 Evo

Has sunroof and spoiler options with MSRP of $30,932
Has not been sold or titled. Has 700 miles of ? (test drives, manager taking it home for the weekend, who knows?)

Its hard to price:

2005 cars next to it have more "stuff" (ACD, HID, etc)
2005 cars have a better warranty
700 miles yet "brand new" status (re titling, financing)

What would you offer the Mitsu dealer?

No, at least in PA, as long as the title never was issued, the car is considered new by the state (ie, I would be owner #1). For my financing, as long as I'm owner #1, I get new car rates.

I assume the break in was NOT done properly since no single person who paid their own hard-earned $$ for the car took care of it for these months and miles...

I'd be really sketchy on that. I had a chance to get a really great deal on a new one before I bought mine, but it was in about the same boat. 500ish miles...I paid an extra 1500 or so to get one with virtually no miles (single digits somewhere, 7 miles maybe.) I know a guy that bought a demo though, and he never had a problem...so I can't say it's a bad idea, but just make sure you get a good deal. I'd treat it just like a used one...

The most I would pay is around 26k. The trade in value would be just under that (at least in my area). I had a chance to purchase a 03' BBY with 600miles. It felt great during the test drive (boost, clutch, etc.) but I still didn't want to chance it. I got my 04' w/27miles instead which is still too much in my book. The car drives great and I got it for $2500 under msrp so I can't complain . Just be careful, the worst thing is making a purchase and regretting it later, for whatever the reason.

Dealer cost should be right around $26,300 + sunroof = ~$27,000. Knock $1000 off for unkown mileage factor, so somewhere around $26,000 should be a decent deal.

I wouldn't pay that much. Negociate (sp?) down to 25 or 26, that'd be a decent price.

Not to hijack but the '03s have HID's. Anyways, I'd offer them $24k. It's a guarantee that was the "test drive" car everyone pounded on.
