.9 bar, 13psi max boost...

is it normal that im topping out on boost at 13psi (.9bar) if i dont have either pill in the lines. NO pills basically. I've did research on the pills and im double checking this issue. Also, is it normal that the hose plugged into the intake is plugged into the lower right corner of the valve cover cuz in some diagrams, i notice that the intake is plugged into the boost solenoid where the lines from the wastegate lead to. My BOV is plugged into that boost solenoid instead of the intake, could that be causing my low boost? I think its just my boost pill issue. Thanks

you need the pill in the line that runs from the compressor nipple

or cap that off and run into the bov line with no pills needed
