I don't think Americans would spend anything close to that amount of money on an Evo.

Owning a car is very expensive in britain relative to the US. I just spent a week there (I work for a car company) and can tell you that not only is the car expensive to buy, it's very expensive to insure. Britain has much lower rates of violent crime but much higher rates of theft, and theft is more closely tied to vehicle value rather than performance. Combine that with the numerous speed cameras dotting a relatively small, dense country and it's very difficult to own a fast car there. On the other hand there are lots of great tracks and it's more normal there for people to do track events.
